2024 Rate Study and Your Water Rates

Every five years, Palmdale Water District (PWD) conducts a rate study to evaluate the water rates necessary to continue providing safe, reliable service to our customers. As required by Proposition 218, the analysis involves an in-depth financial review of PWD and updates the water budget rate structure to reflect new state mandated legislation for years 2025-29. The study was conducted by Robert D. Niehaus, Inc.

On September 16, 2024, the PWD Board of Directors voted to authorize staff to begin the Proposition 218 process, which gives each property owner 45 days to review the proposed revenue increases and the opportunity to file a written protest about the proposed changes.

A virtual workshop on the 2024 Water Rate Study was held on October 7, 2024. The recording of the virtual workshop can be viewed via the link above. An in-person workshop will also be held on October 23, 2024 at 5 p.m. at the PWD office.

The Board of Directors will then hold a public hearing at 6 p.m. on Nov. 4 at PWD before voting on the proposed rates. Written property owner protests must be submitted to PWD before the end of the public hearing. The official Public Hearing Notice, which has the criteria for filing a formal protest, has been mailed to all property owners within PWD’s service boundaries.
