Palmdale Water District’s Human Resources Department is responsible for the planning, organizing, directing, and reviewing of activities and operations for the human resource function. Included in this area are: recruitment, selection, classification, compliance with state and federal laws and regulations, compensation, benefits, recordkeeping, administration, employee relations, risk management, and safety.
Angelica Barragan-Garcia,
Human Resources Manager
Human Resources Director Angelica Barragan-Garcia began her employment with PWD in October 2021. She is responsible for all HR functions, including safety.
Prior to PWD, she was the HR manager at Ontario-based Ceva, a logistics company specializing in home delivery, warehouse distribution and air cargo. She also served as the HR manager for TST in Fontana and for Arvato in Ontario. In addition, her previous experience includes five years in healthcare, specifically hospitals.
She earned her Bachelor of Science in Business Administration with a concentration in HR from California State University, Los Angeles. She has her certification from the Society for Human Resource Management. Email Mrs. Garcia
